Appendix C: ESBC Draft Local Plan + 5yr Land Supply

Draft Local Plan  –  also known as the Local Plan or the Pre-Submission Local Plan

This plan was prepared by ESBC and submitted to the Department for Communities & Local Government in the Spring of 2014. The Inspector appointed to examine the plan commenced his public hearings in the Autumn of 2014. The public hearings were suspended in late Autumn and ESBC were asked to review certain aspects of the plan. The public hearings are due to re-commence in the May 2015.

In June 2015 the government inspector verbally approved the Local Plan and the statutory consultation period ends on 24th August. It is hoped the new Local Plan will be signed off by mid September 2015

5 Year Land Supply

Click here for the report that details how the 5 year land supply is calculated. It also explains the penalties imposed where a 5 year supply has not been previously achieved.  It shows how, at 31st December 2014, the council could only show 4.56 years of supply.

In June 2015 the government inspector accepted the way ESBC had done its calculations, and declared a 5-year land supply had been successfully identified.
